If you listen to what she says (before the "fumigation" remark) she basically says they will inaugurate a "duly elected president":
"Just because he might not want to move out of the White House doesn't mean we won't have an inauguration ceremony to inaugurate a duly elected president of the United States"
The Democrats will not accept the results of the election if Trump wins. It sounds like they are going to inaugurate Biden no matter how the election goes. (They can inaugurate him anywhere.) He'll make pronouncements from Congress. The entire media, including Fox, will carry water for the Dems/DS. Trump will be seen as a sore loser, not the rightful winner.
