They seem to be talking about 3 U.S. Code § 12 ( https://www.law.cornell.edu/uscode/text/3/12 ) but that doesn't look like it applies. That's talking about if a state fails to submit purported certificates / if they're lost in the mail. Pence has very likely received what the states intend to submit. The question is whether the he will open the envelopes / reject them on Jan 6... which that statute says nothing about. Moreover, Congress can't change the 12th Amendment. The Constitution says that Jan 6th is the day, so Jan 6th is the day. It's the only day in this process that the Constitution specifies. The rest are up to Congress, but not this one.
I disagree because, this is the relevant statute:
3 U.S. Code § 12 - Failure of certificates of electors to reach President of the Senate or Archivist of the United States; demand on State for certificate
When no certificate of vote and list mentioned in sections 9 and 11 of this title from any State shall have been received by the President of the Senate or by the Archivist of the United States by the fourth Wednesday in December, after the meeting of the electors shall have been held, the President of the Senate or, if he be absent from the seat of government, the Archivist of the United States shall request, by the most expeditious method available, the secretary of state of the State to send up the certificate and list lodged with him by the electors of such State; and it shall be his duty upon receipt of such request immediately to transmit same by registered mail to the President of the Senate at the seat of government.
It doesn't even begin to make the slightest sense, because it completely conflicts with the 12th Amendment to the Constitution:
The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted;
How could the President of the Senate ever know - on December 23rd - whether he has received a "certificate of vote" when he's not supposed to open the envelopes until January 6th?
Is the dude supposed to hold it up the a candle and try peeking through the paper?
This provision is clearly referring to "lost in the mail" situations, and does not purport to require that the President of the Senate should have to determine whether the letter contains a certificate. It says he must notifity the states if it appears that they haven't submitted what they're going to submit. Whether he's going to reject what they've submitted is a different question... and an open question. The evidence is still coming out.
Maybe he thought there was a legit certificate in it today, but tomorrow he learned new information.

That's a fake article. It claims to have an "EXCLUSIVE" White House Memo, when that's simply not true. This blog (National File) drafted their own memo and are proposing that the White House should publish the their memo and are now citing to themselves to say things that the White House has not stated.
They even make a fake letter from Pence... Very Shady.
It's not completely hidden, but it's hidden enough to trick a fair number of readers who casually glance through.

Which could work better than something that literally knocks people out. It’s subtle enough that guards might notice notice and would feel guilty about napping on the job. It’d be risky and you’d need a lookout, but if you’re skilled and given multiple opportunities it could work... And didn’t they have to try it twice?

Just like other mail-in ballots, the guy that's supposed to open them has to check the outside to make sure they're legit. With multiple sets of fraudulent ballots coming from each of these states, they should never get to the vote-counters the same way the fraudulent mail-in votes should have never been opened, commingled, counted, etc.

The Clinton/Brennan crew didn't have enough political traction to appoint a special counsel until "they caught Trump's campaign lying about contacts with Russia." Maybe Flynn wasn't careful enough. Maybe there was nothing Flynn could do. Maybe the FISA warrant gave them enough eyes and ears that they'd eventually catch someone in a situation that they could twist into something... But maybe Flynn was in on it... The timing couldn't have been better/worse.

Just like a mail-in vote, Pence is responsible for determining whether to open the envelope, including... whether it came from a real state (e.g. don't open envelopes from the "State" of Puerto Rico)... from some one with authority to cast the ballots (e.g. registered to vote / appointed by Legislatures / appointed by Executive who broke the rules that the Legislature requires)... etc...
And the Court has already stepped out of the way. If GA, MI, WI, PA, etc. want to challenge Pence's decision then it's their burden to take it to the SCOUTS and prove that they didn't break the law...
