Of course Congress passed some BS law for handling disputes that are AFTER they’re opened, but just like throwing out the envelopes to a mail-in ballot, that’s too late. You’ve got to check registration, signatures, etc. BEFORE you open.
Pence can do it singlehandedly. He’s the one who decides whether to open the MAIL-IN ballots that are MAILED to him. If there’s a dispute as to the legitimacy of the ballots, he can decline to open it. It never goes to congress. No one else ever has to object.

The 20th Amendment only says that the term ends at noon on the 20th:
The terms of the President and the Vice President shall end at noon on the 20th day of January...

Pretty close, but Pence technically only "opens" the certificates... If Pence is unable to determine which purported certificate is a valid genuine certificate from the lawful electors... then he refuses to open them. Rejects them. Just like the states should have rejected late ballots, ballots from illegals and unregistered "people" that don't exist, etc.
At that point, the constitutional process begins, and according to it, Trump would win.
Any specifics for this? The constitution doesn't seem to spell it out one way or another. So, IDK what would prevent Congress from continuing to count past Jan 20.
Then the Presidency of the Senate would devolve from Pence to the President Pro Temp (currently Chuck Grassley). The Speaker of the House (currently Pelosi) would be Sworn in as acting POTUS and presumably could then appoint a VP with advise and consent of House + Senate (See Amend 25)... Damn that'd be messy.

Hold your horses. The Electoral College is a vote-by mail system. Apply the same heuristics as GA, PA, MI, WI. In those states the people opening the ballots were supposed to check signatures, names, Vaud voter registration, etc. Pence is the guy that does that here.

Same thing they plan on doing with the Electoral college. After all, the EC was the first "mail-in ballot." They mail their ballots to the VP.
They're submitting duplicative, illegal ballots from purported "Electors" who were picked by state Governors and state party commissions instead of being appointed by the State Legislature, and who have no legal right to cast a Ballot.
Just like the mail-in votes in GA, PA, WI, MI... VP Pence should review the envelopes, determine them to be invalid, and reject them unopened.
Yep, our whole lives we've been lied to by people saying the people elect the POTUS on the first Tuesday of November, when there is no "popular vote" and the only Presidential election is the one performed by the Electors, the VP, and Congress.
The Election only just started this past Monday, December 14, 2020. It's in progress. Now's the time for scrutiny.

Stop thinking that what Congress says goes. This is a constitutional crisis, we follow the Constitution. The Constitution says nothing about congressional votes. It says the VP opens... and thus he decides what to open. If the Democrats think he did it wrong then they can file a complaint with the SCOTUS like Texas did.

The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates...

Only if he ignores the constitution and follows (unconstitutional) Congressional rules / statutes. Under Article 12 he decides whether a purported ballot is a legit ballot.
You have to make sure the signatures match... that they’re legitimate and not fraudulent ballots.
Edit: Pence obviously wouldn’t open the random letter I mail to congress which purports to be a certified set of 270 ballots.
Its just like the signatures on the mail in ballots. You have to determine legitimacy BEFORE you open them!
MR. VICE PRESIDENT. The KEY under the constitution is to:
NOT OPEN THE BALLOTS!!!
Reject them unopened! You have sole authority as to whether to open them. If its contested, then don’t open!
