Then they'd have to pay the tax/title/registration on them, and both have a lease and make payments. Since they're untitled, they're able to be disposed of the same as they were take-home cars for Chrysler's management without anyone knowing they were campaign vehicles.

You can use it on the number of votes in each precinct, and can also apply it in multiple places to a number: The first digit, second digit, or last two digits.

First digit isn't always the best for precincts as they're not naturally distributed (supposed to be somewhat equal in size), but the second digit and the last two digits should be natural. Most people are using the second digit, comparing the number of votes for Biden, the number of votes for Trump, and some are adding the additional step of looking at the total number of Presidential votes for the precinct.

Humans mistakenly believe the distribution should be a bell curve so they center around 5 and trail off to either side, or randomly distributed from 0-9 (and no human or computer is truly random), when natural occurrences follow Bedford's law.

On another subject, there are also the heat maps of precinct turn-out vs percentage votes for particular candidates. You'll see blobs of precincts where most precincts are grouped within an area of variation of their turn-out and split between Trump vs Biden, but then there are outliers where the turn-out was far from the norm, and usually, those also have a significantly different percentage for one candidate. Such as a polling station with 40% turn out (vs the 50-80% average) breaking 90% for Biden (vs 40-60% average), when further investigation shows it is in a rural area that should have expected a high Trump split. Those can also show you where fraud is most likely to have occurred.

No front plate in PA.

But, the person who sent it in should have stated the location and time, poll workers are known, and polls are usually in schools with a ton of cameras everywhere in case of vandalism.
