Interesting suggestion but complicated. Technically, (as far as I understand it) there's no such thing as a federal election, despite what it might seem. It's a bunch of local elections that combine to tell the full result. Even if you can get around that (which would require multiple lengthy SCOTUS battles), the only nationally standardized photo ID in America are Passports and Passport cards (and military IDs and more niche things but those aren't readily available to everyone). Passport cards are $65 for a new one and $35 for a renewal which is way too high a barrier of entry for an election, personally speaking.
We legally have to own ID here and the cheapest form of ID, a Personal Identification Card, is ~$10 converted which is much more affordable as well.
The ink is subvertible via modern means and wouldn't really do much against illegals. It helps mitigate voting more than once (which is another thing that Voter ID doesn't actually protect against) and that's a big deal but you have to tackle as many things as possible - they'll take any opening they can get.
We have voter lists here which are broken down by address - you're registered to one voting location and have to jump through hoops to vote in another. You show ID, tell them your address, they find it in a printed book. It lists all addresses in a region, with all eligible voters in each house listed. You put your signature down for the ballots you receive and only then do you get ballots. So it verifies your identity and tackles voting more than once.
We don't really have illegals here but assuming President Trump's attempts to exclude illegals from the census works, the census could serve as a potential basis for something similar to be implemented in America (hypothetically speaking of course, I know the individual states handle their own elections and that's a whole issue of its own).
Demand more than voter ID. Considering the fact that California hands out IDs to illegals already, Voter ID wouldn't do much to mitigate that. The people we're fighting against, they know how to circumvent Voter ID and they'll work hard to do it. The country I live in, as well as many others, have several additional steps on top of Voter ID that America should consider implementing (at the very least, try the Wisconsin method, that's the most strict state I could find).
