I am going to go with the Occam's razor version. The simplest answer is the best. Someone tracked the package into that facility. Stole the contents. Got interrupted and did not want to get caught with the package but got the docs.
Occam's razor has a place in the discussion - so thanks. The feds do, however, have access to the tracking systems and phones and more. Quite frankly, their reputation is in the toilet and given what we have seen about the FBI sitting on the Biden laptop, the news media not reporting about crooked Biden deals and evidence - the intelligence agencies will have to earn my trust back. So far, they have not. This kind of **** is right up their alley.
