I agree that each student should be held to their standards and be managed on that.
My personal belief is that there should be a curve and grade for schools: just because your school didn't get 100% of your eighth graders on level for reading doesn't mean you should lose any accreditation, but you can say or have published that 83% of students read at grade level or 11% are competent at math so those that are involved can make decisions and charter schools can point to their successes as measured. That will allow for schools that can focus on communities, say a school that teaches in creole or an intensive English learning program for 1st generation English speakers.

I'm 100% in agreement that it could easily be a trap, i think you'd have to set up a rotation of actual teachers sent by the states to confirm the standards and be very definitive on the reading standard (for example, a second grader should be able to understand see spot run, a sixth grader should know the definition of words like corruption and nervousness)

Yes but I want to be more precise because school choice would be default law of the land, but if you're going to pay for some schools you should pay at least in part for all. I do think that there's cost on public schools that may not be present elsewhere (I'm mostly thinking of real estate). Being the default choice and having to be able to support a certain class size regardless of actual market results, I can see letting states link a different amount of per student costs to the student.
