Nah. You could take the capitol building with enough muskets. I don’t think any security forces with modern weaponry would even return fire if fired upon by antiquated rifles. The optics of that would just be bad. Boston Massacre bad. You’d just need about 10-20 guys on horseback to break through the riot police to get there.
