While I am aware of a potential $1000 fine, or 90 days in jail, I have heard nothing about a $25k fine for "threatening to do so anyway". That is likely hyperbole. Walz is quoted as saying that he will not have police patrolling and is asking people to follow the mandate. As such, I think he is aware that actually attempting to convict people who do not comply won't wash. I think the potential fine and jail time are inserted into the language of the mandate to intimidate low-info normies.

If the Governor decrees that there is an emergency, yes. There have been at least five "special sessions" called in an attempt to end his emergency declaration. All of them have failed.
