What happened was they started with too high of an estimate to begin with (which is fine, it was a new pathogen), and then testing has very significantly increased the known cases, many of which are asymptomatic.

Trump hit what he could with what he had coming in. He needs a second term to get to the more difficult things. He's got the courts now, so he can do whatever he wants with immigration. He needs the House, to work on the law aspect of that. And he needed the public to understand the corruption of the Deep State before he moves on it.
