Local militias are citizen based and I can't see how you can force them to comply. That was written in a time where no standing army was desired and states had militias they could organize whose members had the intent of fighting for the states.

Even if they force it, many militias can just say they're gun clubs or some shit.

Damn right. I have an extra copy of my all time favorite out of print book in hard copy if you want. It's like 975 pages though but it would been $45 to send to Canada to a friend so I declined and now I have it here if you want.
