No, satire by itself is not fraud. The other component is did you deceive someone else for gain or deprive them of something. You can make fun of something and dupe someone at the same time.

They didn't impersonate Santa Claus. They impersonated a political campaign, which I don't think is the main crux of the issue. They used that deception to convince people to vote by text. At least 4900 people did, depriving them of their vote if they did not attempt to vote in any other valid way. The charge is election interference, not impersonating anything.
Having said all that, my response is "4900? Not enough to make a difference."
