He stepped down from the managerial position, not a job completely. That's a small line in the article. Knowing public employment rules, that means he walked away from the responsibility for a paper pushing. His salary won't change.

If your suspended, it's very unusual to be without pay. Union and civil service rules make it so the reason would have to be very grievous for that. And yes, resigning completely means you leave the job. But he doesn't lose his pension.

Another public service employee that will keep his pay and his job no matter what. Why wouldn't he step away now that he would actually be responsible to do something and then would be held accountable for not doing his job before WHEN things are found. Win, win for this guy. He just got handed his excuse to give away all responsibility AND keep his pay as is.
