A cure resolves the ailment one time. If you're poisoned with belladonna, a mix of monkshood and foxglove in the right proportions will neutralize it, directly dealing with the ailment itself. A preventative stops the ailment from ever happening in advance. A rabies shot primes you body with the ailment in order to fight it off before it happens so if that badger you stepped on was infected, by the time it infects/primes, your body is ready.
Nothing in our medical nomenclature really covers "cure/preventative in one item". If you actually manifest rabies symptoms, that shot ain't doing shit. Likewise, dropping you into a medical coma (the treatment for rabies) isn't going to help prevent it from happening in the first place.
