It hasn't stayed flat it is still the same as it has always been. The last few years may have been a little more flat but still in the last 20 years music genres fashion trends and pop culture have had their fads that came and went. Am a cop have had to fight with actual criminals this could have been handled pretty easily with no force used. He went to force pretty quickly. Sometimes taking a second to explain the law to someone makes a difference.
