b - When it gets to the point where someone is confronted with a "bad guy with a guy" all other social and legal constructs to prevent this event have failed. Criminal and crazies tend to ignore laws and social values, that's part of what makes them criminals and crazies. Wishing my assailant had better access to mental health services doesn't protect me when these systems have failed.
