It doesn’t. There’s no legitimate reason to ever write a function that flips the user’s vote. Software doesn’t just “glitch.” Someone had to have written the code that created this issue. They’re trying to play it off hoping that nobody on the right catches what really happened.
The registrars wouldn’t (shouldn’t) have access to the DB. They should be entering this voters into an app on top of the DB. And the app should have data validation locks that present processing without complete/accurate entries. Once the app has a complete entry, it should have a system account in the DB that allows it to write users into the DB. For a null value to get into the DB in a relational DB would (usually) require a DBA to log in directly to the system and enter the row manually. Which is highly fucking suspicious.

1/1/1900 is windows code for null data in date format. What this tells me is that there is no validation rule on the date field, which allows people to vote without entering a DOB. Which is highly illegal.
