Interesting little fact: lawyers used to obtain an LL.B. (Bachelor of Laws) degree from law schools, but somewhere around 1970 (at least in California), the profession apparently decided this wasn't fancy enough, so they changed it to a Juris Doctor degree.

Now they're all doctors as much as the Phony Doctors (PhDs).

No. You're not understanding this. You can propose an amendment to the constitution through two processes. Either 2/3 majority of congress, or a constitutional convention of the states.

Once that occurs, 3/4 of the state's legislatures have to ratify the change. The ratification process has nothing to do with congress.
