They can't. They don't have the manpower to roll around and literally tell everybody to go home and this isn't a state law so the idea that they can somehow recover revenue from this is pretty iffy. Also it takes away resources from fighting crime, that's already been stretched thin as some of LA has defunded the police to some extent.
This isn't a big victory, it's a small one. It's the cops letting the governor know they don't have the resources to both police a GENERAL CURFEW as well as deal with the crime which is already third world tier in Orange County and LA County.

My grandpa was a life long law man and one of his best friends was a game warden. Now when they would work a case, and this was back in the days right after WWII until they retired in the late '70s, they wouldn't pounce right on a bad guy as soon as they thought he committed his first crime. Nope, instead they would wait and watch, allowing the criminal to compound their issues by destroying evidence, laundering money, and so on. The idea was to present a number of charges after observing a criminal so that the prosecutor could make them stick.
