Yea but not at the die level they (TSMC) have. I think we have already started rebuilding - there's one in progress in North Texas, by TI in Sherman, TX and TSMC is building something in Phoenix. And Samsung and other companies are building silicon manufacturing operations for their specific products (in Austin for Samsung).

This is something I've been sore about since before Snowden. It seems obvious to me that activities like metadata collection are a blatant violation of the 4th amendment and the FISA rubber-stamp court is a joke, esp. considering the NSA simply duplicates traffic at all major internet peering points and stores it in Bluffdale and San Antonio.
