Localities can have mask ordinances, but they are not supposed to be able to fine or imprison you for violating them.
Businesses can ask you to leave for not wearing a mask and have you cited for trespassing if you refuse to leave.
If you avoid the big cities and big chain stores and restaurants, you can go mask-free in Florida without even bring hassled.
There is always a chance of running into a mask busybody anywhere you go. But in the really red counties people push back on them. So they generally just wear their mask and shoot dirty looks at people breathing the free air.
There was a sad trend I noticed last night at a restaurant. I was seated where I could see people coming in. Most groups were mask-free, even the elderly. But I saw multiple families in which the adults (even the grandparents) and the little kids would be mask-free, but the school age kid(s) in the group would be masked. It was obvious that the kids are getting brainwashed at school.

This is the beginning of "racial equity" policies the radical left wants to implement in education.
They want to defund and remove all chances for the most talented students to be challenged and reach their potential, because too many of the top students are white or Asian. They don't care that this destroys the potential of gifted black and hispanic students, too.
So, in the short term, parents of gifted and hard-working students will have to try to find a way to get their kids out of public schools and into charter schools, private schools, or homeschooling. Gifted students whose parents can't afford another schooling option will languish, bored, frustrated, and developing a bad attitude towards school, learning, and society in general.
Long-term, these pernicious ideas and policies will work their way into private and charter schools, too. We're already seeing some of them (radical pro-LGBTQ "tolerance" courses, LGBTQ clubs, and "anti-racism" courses full of BLM, Marxist and CRT propaganda) make their way in to even top-performing private schools. Unless there is hard pushback from the right half of society, private and charter schools will start feeling pressured to divert ALL resources from advanced courses to help the "underserved."
This is the sort of policy that moves our future ever closer to Idiocracy.

This is correct. There are no local mask mandates in Panama City, Panama City Beach, or the county. (Except for the schools, which is stupid, but won't affect your vacation.)
Everything is open with no restrictions.
Many large chain stores, hotels, and restaurants have mask rules, but they can't really enforce them. They have signs up because corporate requires them to, but the employees often don't say anything to customers who come in maskless.
Local places are generally happy to see your smiling face!
