The word Goyim is used in the Bible to describe the Jewish nation as well. Gen 10:5 and 12:2. It's used plenty. Goy = Nation, the suffix "im" denoted plurality.
Goyim is a colloquial term for Jews to describe non-jews. It's a totally uncharged word in every sense. The reason for using it this way is because at a point in the Bible the term goy isnt used for Israel anymore.
Now to your source here, the dude calls it the Palestinian Talmud, which is already a joke. There is Talmud Bavli and Talmud Yerushalmi (Jerusalem). There is no Palestinian Talmud. This is already a suspect source... but moving on.
The translations and explanations here are the worst possible one could produce. Herbrew is highly contextual and the Talmud was written in Aramaic. The verses here are describing people of the land and wayward people. It is equating the status of someone who is wayward to non-jews who are not elevated. Which is a common trope in any religion. That the relogious people are holier inherently. Jews have the "chosen nation" built into their ideology so there is certainly a heightened scrutiny.
Anyway going through this has been a chore. And it's really absurd to see how some of this is twisted into the author's belief system. Ultimately these quotes are entirely out of their Biblical context to paint a picture. You can see from the verse where they try to say Goyim are animals that they didnt include the context regarding idol worship (a sin punishable by death in Judaism). The full context is in regards to Tumah (spiritual impurity) and how Goyim don't have the same impurity. This is hard to go over without learning Talmud from scratch, but the vast majority of these verses are either refuted by other scholars or outright maliciously misinterpreted.
You can find plenty of explanations for these verses through rudamentary google searches. This shit is just laughable to me after learning Talmud, Mishna and Torah at a rabbinic level for over a decade.
