I only use TD.W in a web browser so this may be different. I go to settings. At the bottom of the setting page, there is a link to "manage your blocks;" click it. At the top of that page is a field where you can enter the users name you wish to toggle the block. If it is on, toggling it will turn it off. I just copy and paste the users name into this field and click "submit." Refresh the page and you should see the users name cleared.
