Because so God loves us, He gave us "free-will" so that we can choose to follow Him or not. We would be loyal robots otherwise.
Our sinful nature is thanks to Adam and his "original sin". We choose false idols (money, pride, fame among others) over God and, left to our own free-will, some folks choose to love themselves more than the creator. They begin to worship themselves and to think they are god. If one is a god, they know best and you get self-serving ideologies.

FYI: Absentee Ballot Applications are sent to 65+yo for EVERY election. It is the law in Texas and has been for 10+ years. Again, the application is not the same as the ballot.
Still do not see the cause for alarm.
State Law mandates that an Absentee Ballot application be sent to every registered voter in Texas that is over 65yo. The application is not the ballot. Only if the Ballot Application is completed and returned to the Clerk will a ballot be sent to the voter.
Also, Texas residents can, at the beginning of each year, elect to have an Annual Ballot application request, i.e. they will receive a Ballot for each and every eligible election held in that year.

There is really nothing to this.
Before computer registrations, your were registered on paper and birthdays weren't required. Back in the 1960's, it was all pretty ethical and everyone knew each other.
As registration became computerized, they started asking for birthdates and were included on newer records. As they entered the old registrations into the new computerized systems, if there was no birthday, they entered 1/1/1900. If a voter didn't have a need to change their registration, the birthdates were never sought after or updated.
It is not nefarious for this to be like this.
