Like I've said previously, the directive to wear masks is meant to reduce the spread of the virus but unfortunately covers the entirety of the population. Nobody among those making such decisions understands that when people improperly wear the masks will likely move the mask aside when coughing or sneezing anyway, so it's just to appear as if they're doing anything about the issue instead of twiddling their thumbs.
