They’ll transcribe a damaged ballot if the machine won’t read it. They guy is reading the ballots to her. The issue in this video is there is no independent monitor to verify correct transcription, or at a minimum he doesn’t verify she transcribed correctly, and he doesn’t mark the ballot in any way as being transcribed, opening up the possibility it can be transcribed again.
Is there any place that has historical research on typical percentages of no down ballot votes? There are people that vote for president only, but I’d love to see contextual comparison to other elections
