Citizen's arrest, citizen's jury, citizen's judgement. Abduct the criminals, present evidence, allow them a chance to explain themselves. Maybe if they give up their co-conspirators they don't get the noose.
I mean we don't have the resources to indefinitely incarcerate a bunch of people, and the established judicial system will not put them into the established incarceration facilities, and yet we still cannot have them running loose.
