I don't think they're quite off the hook, except for the rare based ones. The reason that Canada has gotten this bad is because most of their citizens are passive, slothful livestock that refused to object to slowly building tyranny. Of course, that's the same all across western civ to a degree, but Canada and Australia seem to be some of the worst about it, and it's all their own lazy fault.
