I haven't been keeping up on the congress side of the facts, what are they saying he said? I know they're like "he clearly incited violence when he said, go peacefully!" and stuff like that but are they quoting anything in particular?
Also, it seems trump baited them into it when he said that "I've had several people look at my speech, and they said that it couldn't be a call to violence" before he got on the plane to TX the other day. obviously that's paraphrased but I recall him saying that.
They were gonna do it anyway but I love that Trump ALWAYS gets in front of their talking points on what they are so clearly going to do. Then it weakens their hold on being sneaky because everyone knows what they say and they don't care cause it sounds fucking stupid.
Honestly I think the Alamo speech was completely metaphoric in almost all accounts.
He mentioned a lot of odd things. I can't pick it all apart right now but the general idea has he's been perpetuating is that "Law enforcement is on our side." and "law and order" a lot lately. Meaning that, something is coming and don't panic this is all supposed to happen.
It seems as though he speaks of law enforcement as a metaphor for the military in that speech, and that the wall could have referenced the "wall" in DC right now. Say I'm reaching sure, but listen to the speech again with different ears on and you may be like hmm, yea definitely odd and maybe there's more being said here? I don't know nor am I claiming to think that this is inside knowledge just my two cents on what seemed strange to me.

IF you want to capture and try a target in the court of law as a display, they need to believe they have a chance otherwise they leave. Fight or flight. Go to a concrete building and it will block any signal the GPS would be able to emit.
Not many frequencies penetrate concrete walls, this definitely includes GPS otherwise we could use satellites to "see" thru buildings like X-ray and the like (which are very very very small wave forms/ which are high frequencies - High frequencies' are high energy & low range)
Source: Cell signal booster designer - I work with frequencies and cell phones and this general principle all day. It's not too hard to research how to effectively block GPS. Even a jammer would do it, which just throws all frequencies within the range of the type of signal at random intervals covering the spectrum which doesn't allow any useful data to pass thru as it comes in as a garbled mess.

Why? It's not like they couldn't easily turn that tracking off in a number of ways if needed. It's outsourced with communication equipment, it likely has a way to manipulate communications as well, all you do is toggle a switch off. Boop off the radar.

Define over run? If they say they are at capacity then they aren't considered overun. They are considered understaffed.
If they simply hire less people or let people go, their capacity shrinks. You need X doctors for X amount of people. It makes no sense where elective surgery has gone down considerably, so let's take the plastic surgeons off... That in turns brings down capacity.
Hospitals are designed to maintain a high % of capacity, that's called a business model. That's like saying McDonalds is at capacity because it's ordering just the right amount of burgers for the people who come in daily.
