Doesnt have to be next to you , these guys are into dx ing contacts far away, where they log who and where they made connections . a big part of this is directional locating. They also detest newbies who are in their area especially if they had it to them selves and further if you are not licensed they turn you in to get you off their airways.. so the threat of fines and tickets is from the hams not the fcc , they triangulate and then report to fcc band mis use .. the FCC issues the fine / ticket... also not likely that they will be there for that reason, the point is dont listen to the ham heads who are telling people they have to be licensed, they are the source of the threat and the reporting
You are still missing the point , why is it anyone elses responsibility to convince you of something you either dont understand or disagree with.. you dont get educated by demanding someone explain to you or that they have to defend their position against your ignorance , its not worth anyones time to bother , it sounds like stating that everyone is wrong until you agree, it is the height of arrogance , if you want to be educated on a subject, explain what confuses you, and ask politely...
