Yeah, you are correct but it shows the weight of each of these counties. It also shows which counties could be stratigicly targeted by fraud to steal an election.

I mean we just had an election where voter turnout was over 100% up to 300% in some counties ( it was based on if all people of voting age voted not by population). But they knew they would win other states as well so instead of attacking all 11 counties they can concentrate on only 2 or 3 and win easily.
