I see you archive alot. Pro-tips from a pro-ALWAYS archive on 2 diff sites. Archive(.)is/vn ect has been known to take down pages.
Also diff sites have diff block lists. You should ALWAYS archive at wayback machine as well. Do NOT archive PDF,SCRIBD,Court docs,video,books ect at archive(.)is-ALWAYS use wayback for those. Archive(.)is/vn ect only takes a snapshot of the visible part of the page for PDF ect. Also they dont have the video saving ability-WBM does.

You can save money by booking with a B&B or if you are meeting up with other people can book for even cheaper at a hostel.
Hotels are expensive and will cancel but B&Bs depend on money from people booking with them and wont cancel. Dont offer up why you are visiting either.

Its been brought to the senate 5x's now
Its not solely to bring Indian IT. In fact it hardly has to do w/ India in that respect. They just rank as high for backlogs and the Chinese because the chicoms have secretly invaded & embedded their spies in our country in all industries by exploitations of all the different kinds of visas & GCs we have.
Technically it was actually introduced as a means to bring in the Chinese because Trump has been kicking them all out
June '19 the bill was 1st introduced it was removing caps of work visas & family &/or non work citizenship & EB GCs (There are many types of visas/GCs) They said it was to "equalize the GC backlog' Its faced mostly by Indian & Chinese apps They pushed it using the bs guise of 'some must wait decades after their petitions are accepted.'
Which is BS because EVERY country faces that. There is such a high demand to come & live in America. We are #1
1st yr of enactment 15% of diff types of work visas would be reserved for countries not affected by the backlog, aka “Rest of World” (ROW)
Then a trans period of 3yrs
First 3yrs would take visas from the ROW not affected by back logs caps raised from 7 to 15%.
In yrs 2 & 3, 10% of EB-2 and EB-3 visas would be reserved for ROW applicants.
After year 4, USCIS would distribute all visas on a 1st come, 1st served basis.
A “do no harm” provision, which would ensure that all that have applied for a GC will be able to obtain status as soon or sooner than they would have had the bill not gone into effect
A Emory Uni immigration law proffessor esti'd that this provision would protect as many as 150k ROW apps
Sen Grassley, Paul, Perdue, & Lee returned it amended to address their concerns over the bill
Add additional employer restrictions to the H-1B visa program. Including restricting employers from hiring H-1B employees w/out 1st advertising openings to workers already in the USA, providing additional authority for the DoL(Department of Labor) to review & investigate H-1B wage malpractice & new fees for LCAs (Labor Condition Applications) that employers must pay to sponsor H-1B employees
Solution to foreign nurses
The lifting the cap would cause a flood of nurses (surprisingly nurses are being laid off left & right which is shocking because we are living through 'The Plague 2.0 tv & social media says) which would cause a flood of nurses into a already stressed & hurting profession, esp because there has been a flood of people going into the profession here & abroad because of the 'overwhelming' 'demand' according to the MSM & social media despite nurses & drs having time to 1up each other in vids about how stressed/overworked/silly they are in empty bed hallways & ICUs
This provision was actually amended in Sept 2019. BEFORE 'mUh bAt fLu' (almost like they knew it was coming)
At that time-Sept 2019-it would cause 1Ks of nurses who have already applied & are waiting sudden GCs creating a flood & it would also put foreign nurses who havent yet applied to be put into a yrs long backlog(thus creating more backlogs & more stress on them & the system(Gov) & the professions both here & foreign countries Their countries would suddenly lose nurses as well.
Because the USA is such a racist & bigoted country that everybody wants to come live & work here.
The amendment would exempt 5k Sched-A Shortage Occupations (primarily reg nurses) from the annual EB GC cap until 9yrs AFTER the bills enactment
In Dec '19-Senator Durbin(D) – and after he introduced his own green card backlog solution(The Relief Act S.2603 which is a whole mess in itself & would create more backlogs and sudden flood & increase of people & criminals coming into the country under guise of a fam member getting a work visa/GC & also to create a shit ton of new types of visas)
Sen Lee & Durbin negotiated a 2nd round of amendments to the bill
This was also more focused on letting in students/ppl for work/school visas(Remember Trump nixed the bill that a kicked out a bunch of Chinese students) So this was their way of pulling in new. It would also give sudden citizenship to students already in the USA & foreigners already working here & more, like If you come on a work visa you are limited to how much you can travel and you must stay with the employer who you 1st received status for. It would pull restrictions of travel & allow you to change employers with out seeking status change/paper work, letting the gov know. (IE China spies).
Also part of the amendment they proposed is to implement new transition rules for ROW apps that are applying from outside of the USA., who would not be able to access the new status.
For 8yrs after enactment, 5.75% of GCs would be reserved for ROW apps outside of the U.S.
So part of the new amendments & FAIR Act proposed would provide a new status for non-immigrant visa holders who are already in the USA & waiting in the GC backlog. New statuses would be available to EB-1-3 applicants on most non-immigrant visas who have had their I-140 GC petitions approved (the majority of the backlog), or if the I-140 petitions have been pending for more than 270 days. Petitioners would be required to have a job offer requiring a college degree and a signed letter from the employer that other employees have similar terms of employment. The kids of the new status recipients would be allowed to retain dependency status for the duration of the green card application process.
Remember 1st part of amendment of keeping families together...it would make it easier to get spies/criminals in under the guise of their kid going to uni.or getting a job. The Relief Act would also create over 5-10yr backlogs of certain visas that dont have backlogs now.
Last part is would be to Initiate additional reforms to the H-1B process. It would prevent “50-50” companies(companies w/ over 50 workers & more than 50% of those employees have H-1B visas) from hiring any additional H-1B workers. Amendment also includes an anti-retaliation clause for H-1B whistle blowers & some new wage reporting requirements for people who hire them.
Then in March '20- Sen Cotton(R) had objection & concerns from USCIS that the bill as amended would be difficult to implement into practice(process & strain in many forms) Sen Lee made 3rd round changes to S.386.
Those changes would nix the “do no harm” clause from the org bill. Lengthen the trans period from 3 to 9yrs.
EB-2 &3 GCs reserved for ROW apps would increase from 15% to 30% in the 1st year
Then 10% to 25% in year 2
10% to 20% in year 3
0% to 15% in year 4
0% to 10% in years 5 & 6
0% to 5% in the yrs 7-9.
This would offset some of the impact of eliminating the “do no harm” clause. The wait times would be reduced for approx 72K additional ROW apps
The amendment also includes a 2yr waiting period before early adjustment of status filings.
The Dec19 amendment initially allowed the new status to almost ANYONE on a non-immigrant visa w/ a high skilled job offer & either an approved I-140 GC petition or a petition that has been pending for at least 270 days.(Easy to get in plants & spies to our unis, work force, high paying jobs like silicon valley, & some gov positions.
The new language of the bill no longer offers status to those w/ pending I-140s, & it would only allow early adjustment of status to those who have had approved I-140 petitions standing for 2yrs.(better to research the person, their life, connections, work ect to sniff out the spies)
But most of those affected by the backlog already have approved I-140s. And as the end of June '18, there were still 46K pending I-140 petitions.
By the USCIS, petitions typically remain pending between 150 to 435 days.
Finally in the amend It would delay H-1B restrictions The bill would delay enactment of the December '19 amendment related to the “50-50” H-1B restriction for 2yrs..
Well the dems were getting pissed. Because Trump and repub senators knew what they were up to & the swamp was getting cock blocked every which way.
So in Aug '20: After more objections from Sen Durbin to the changes in March, Sen Lee & Durbin worked a 2nd compromise.
After Senator Lee introduced the compromise, it was blocked by an objection from Senator Rick Scott.
The new Durbin-Lee compromise would delay removal of per country caps until the 1st day of the 2nd fiscal yr AFTER the provisions are enacted.
This provision would protect more of the ROW apps who are no longer protected from the nixing of the “do no harm” clause. (Anything to get the spies in, they are desperate!)
The lengthened trans period of the March amendment remains in place.
Amend H-1B restrictions.
It would also reduce Lee’s 2yr delay for sanctions on the “50-50” companies to just 180 days.
It would also limit the restrictions on 50-50 companies to only impact new H-1B apps & not those seeking to renew H-1B status or transfer to another employer, or those already applied & waiting. (Some have already applied and are waiting while Trump is kicking them out.So basically skip over those so they dont have to wait & gives less time to investigate & with all the visas & GCs that are out there for those waiting to be accepted it adds workload so they have more of a chance to just get approved because of workloads. But Trump has made it harder to get in and expanded the requirements & inspections)
So that brings us to the current amendment of Dec 2 '20:
After negotiations between Sen Lee & Scott, a compromise was reached & the resolution of the bill was passed in the Senate via unanimous vote.
The final amends to the Senate vers of the bill S.386 would include restrictions on immigrants affiliated w/ the Chinese military.(HaHa swamp-A lot of them came in under the guise of a uni teacher/company/IT & other jobs that give power to having access to stuff they shouldnt like meds/docs/certain intel/plans ect)
The bill would deny adjustment of status for immigrants who are determined by the Secretary HS (Homeland Security) to be affiliated with the military forces of the PRC (People’s Republic of China) or the CCP.
As is its not clear how many ppl from China would affect considering its mandatory to join the military in China
