Well that's kind of hard to answer as well, depending on a lot of factors. If you took war and such off the table, we could probably more than halve the death rate, and mitigate the electrical issue for basic survivability for about a third. First, an EMP isn't just like a light switch, lots of stuff would survive, depending on construction, inherent shielding etc. Lots of critical stuff is hardened. I would imagine if we could get organized enough, we could get the basics back up in a few years. It doesn't have to be the best and most efficient stuff at the beginning; anything cobbled together can be built upon. I just don't think 90% death rate and 10+ years is realistic. Of course I'm making a lot of assumptions. Any way you look at it, it would be devestating.
