I think it's just spin, trying to get out in front of what is coming. They claim the IC didn't use spies against Trump's campaign, but that's been freely admitted and widely reported in the past. Similar to when the NYT claimed no wire taps on Trump tower, a few months after their own reporting confirmed that it indeed did do so.
