I'd argue that not being afraid because you have separated yourself from American citizens is a little different than not being afraid because you can pass the buck. The remedy for the former is to get right in their face. The remedy for the latter is much harder.
Whatever it takes to remind them that they are indeed accessible to the public at any point in time.
This was step 1. They don't want to admit it, but they are afraid now, even if just a little bit. This has never happened to them before.
