Based on the corroboration, I am convinced now that the Court cases/hearings are aimed at slowly breaking people into the revelations that will come.
Of the military simply releases info and starts arresting people, it will be labeled a junta. If multiple Court Cases and public hearings open a trickle of info to the public, the military later confirming it will be seen as restoring order and protecting the country from making an awful, terrible mistake.

There is the “burden of proof” and there is the burden of persuasion.
Only where evidentiary burden shifting doctrines are in play (spoliation, joint and several liability etc) does the burden of proof shift to a defendant.
OP invariably means the “burden of persuasion” which would shift upon a prima facie showing of the elements of the allegations in the Complaint.
