The law isn't the problem, the circumstance is. People get cited for obstructing the roadway and trespassing all the time. But in this case you have a large amount of citations that would have to be issued on the same date combined with diminished police and justice system resources due to Kung Flu and general unrest.

You can't punish people for demonstrating peacefully (Constitution and all), but you COULD, at least in theory, try to pass something that would impose a mandatory fine of X dollars upon anyone apprehended in the course of a riot (defined as a demonstration that obstructs public roadways without a permit, or trespasses, or causes property damage). But then you would most certainly face a challenge to the law ("what riot? I was just walking home in my black hoodie, wearing a face mask to protect myself from kung flu, I saw that someone discarded some trash by the roadside and picked it up to throw it in a dumpster. Yes, the trash happens to be a sign that says "ALL COPS ARE BASTARDS AND KILL ALL WHITE MEN" and three molotov cocktails, but I swear, I was just going to throw it all away!").

This is why CHL classes exist. What happened here is a textbook case of "if you pull the gun, shoot; if you don't intend to shoot, don't pull the gun." Whenever one finds himself in a situation where he can ask himself the question "Should I shoot this guy, or should I call the cops on him?" the answer is always "CALL THE COPS." No matter how badly someone is acting, you cannot shoot them unless you are defending yourself from serious injury or death.
Now, what went wrong here? Wasn't the white couple seriously threatened? Yes, they were.

This is retreat. Once you have retreated, there are no taksies-backsies: you can't come back swinging your gun around to restore your besmirched honor and dispense justice. Perhaps you were in an immediate danger, but you retreated from it and now you are not. So, fatal mistake number one here was jumping back out with a gun.

"911, what's your emergency? - I'm being assaulted by two people in a parking lot, I'm in my car and they are banging on the car and blocking my way out, I'm really scared, please help me! I can't leave without running over one of them! I think they may try to break my windows!" Unless you live in a shithole, the cops HAVE to respond. Now you are clearly the victim and your assailants are clearly aggressors. They can say whatever they want to the cops, including the good old "that white bitch called me a n...!" - they are still the ones committing the crime when the cops arrive, and you are the victim who called the cops.

You are the victim, they are the perps. Now the long arm of the law needs to do its job (and hopefully your local law enforcement isn't full of cucks). Ain't victimhood cool? In this case it is. You will get the dents fixed (and insurance will probably pay for it). They will have to spend money and effort defending against an assault charge which should have no problem sticking given the evidence.
"But what if one of the black chicks actually busted a window?" - you are on the phone with the 911 dispatcher. If you see that the window is about to be broken, make a spectacle of it. "They are breaking the window! OH MY GOD! OH MY GOD THEY ARE COMING AFTER ME!" If the window does get busted, shoot. You are now in danger again. But don't pull the gun out and just point it - fucking SHOOT. If you just pull it and point it - you are again demonstrating that you never believed you were in sufficient danger.
From there on out it all depends on whether your state has castle doctrine and whether it covers your vehicle as well as your house. Also depends on how good your lawyer is. Having a concealed weapon means that you have the choice between being carried by six and judged by twelve. But there's still a damn good chance you WILL be judged by twelve, even if you did everything by the book. And it will still cost you money.

You can't use your gun for any other reason than to prevent serious injury or death of yourself and others, and (in some states) to protect property that can not be protected by any other means. If you are not in clear and present danger (in this example, the two of you are sitting in a locked car and you are being accosted by two people who aren't armed), you can't jump back out with a gun to restore order. You HAVE to let the cops do it. They are the only people authorized to do so.

Not surprising. Non-violent misdemeanors were dismissed. These would have resulted in fines at most, and would have taken up court time and resources if they went to trial. This would create some politically unpopular optics (muh peaceful protesting and all that), and would also not necessarily result in convictions. Also most of these protesters would make plea deals to pay fines and do community service and wouldn't even get a record (because muh don't want to ruin young people's futures durr).
Result: lawyers make money, not much else gets done. Even if a conviction is obtained, big whoop: court resources are tied up (and they are scarce as is because of the Kung Flu panic), the defendant pays a fine, does community service (maybe) then pays to have his/her record sealed, which would nullify any serious lasting damage.
IF there was something on the books that said "if you participate in a riot, you get a minimum sentence of X automatically" and IF what happened in Houston was designated a riot, then maybe... It's frustrating to see so many of these idiots get off scot-free, but I'd rather the resources were focused on throwing the book at the assholes that actually rioted and destroyed shit.

If then a window was bashed in and someone was grabbed or struck, the white couple would be justified to shoot in their own defense.
The arrest itself is not particularly outrageous - when a firearm is used, even legally, you should expect to be arrested. What happens from then on depends on how good your lawyer is. If they have a good lawyer, they'll get out of it, but it'll cost them time, aggravation and $$$. Had they turtled in the vehicle and called the cops, it's the two screaming bitches that would have had to answer.
