Make no mistake, Austin is the most liberal city in Texas. But you have to take that in context of Texas, which is very conservative and independent by nature.
Also worth noting is that the lawmakers here do not accurately represent the general populace. Unfortunately, conservatives have ceded local government and education to the liberals over 50+ years on a national level, so Austin is no different in that respect. When you do that, and are more left leaning, it exacerbates the problem.
