Formally announcing triggers all sorts of compliance crap. You have a lot more freedom on what you can spend money on, how you can raise money and for whom, and who you can freely communicate with before announcing. That's why people don't announce until like a year into their run even though it's completely obvious to everyone that they are running.
I don't expect him to outright announce until after the 2022 races are over. I do think he'll wink and nod about it like crazy.
