I don’t think this is entirely true. We could always have poll watchers... they usually traveled in pairs in my experience (both dem and repub). I had always thought that the Republicans could not take any legal action though.

No. Everyone is paid. Pretty decently for a single day, I may add. I’ve been a judge of election and recommend that everyone do so, if possible. There is a shortage of competent people that sign up.
