Edit: basically it is a massive group of volunteers who combed through entire states worth of voter data to find anomalies that are indicative of fraud/outside manipulation.
Imagine increasing the number of absentee ballots by a factor of ten where most have never voted absentee ever before and getting a rejection rate one tenth of 2016. I have all the rejection rates for each election back to 2010, once I get home I'll post it here
