It is genetic- my father and uncles have the same problem, my grandfathers on both sides had the same problem, and going back 3 more generations in pictures, all the men have trouble growing facial hair on their cheeks. I have a nice thick moustache and the hair on my chin is nice and thick, I can grow a nice, thick goatee, but alas, the cheek hair just isn't there.
