As you know, many (as in, all) countries have very difficult and rigorous requirements in order to obtain citizenship. Sometimes you need to have a certain amount of wealth. Sometimes you need to have a desirable and highly sought skill.
The reason is simple, and it isn't because they're elitist, racist, or sexist. It's because adding a large influx of population to an area, will have a fast and negative effect on the economy and area. It's an immediate drain on the area's resources.
People harp on about legal immigration because it works. It's slow enough to allow acclimation for the population, and the ability to stop the flow if the local economy and society can't support anymore.
