Just a thought - looking at a casing, it looks like you could probably do this and create a casing through a few machining steps. I am not a machinist; but my FIL is - I have been considering taking some stock over to his shop and trying to make a round and seeing if it'll fire...but I also would like to not blow my gun up!
You could do the same with steel, but the good thing about brass is it's more workable (due to softness) and it can be reloaded because it can expand/contract - you can't reload steel last I heard, it's not maleable enough for expanision/contraction...

The FGC-9 was designed in Europe. A guy who goes by Jstark1809 developed it based off a design called a Shuty AP-9, but those used factory glock barrels that you can't get in EU. The FGC-9 is mostly 3D printed; the barrel is metal (hydraulic tubing, rifled using electro-chemical machining), and the bolt and firing pin are made from 18mm and 3mm steel round stock respectively. You could build one at home right now. I have about $500 into my 3D printing setup and $100 or so into metal bits.
Ammo is something they're working on actively now. Bullets themselves are lead and easy to pour your own...this is a centuries old practice, nothing new. Smokeless powder recipes are being developed. The hard part is the casing because its a manufactured part. I don't k ow how they are manufactured but I am looking at a 9mm casing now and I have to think they could be machined out of brass rod stock using a lathe and drill press...
But yeah, they're working on ammo extensively because pols are already talking about ammo control, asserting that guns may be a right but ammo is not...which is absurd.

I am currently printing an FGC-9 and it uses absolutely no propritary gun parts aside from an AR-15 fire control group; which can be substituted with an airsoft rifle control group - if you really needed to, you could make all these parts yourself anyway, it'd just be a pain in the dick.
