I can't possibly imagine an excuse that could work.

  1. Coronavirus - Nah, we'll socially distance.
  2. We can do it on zoom - no we can't becuase we have no way to monitor the environment to make sure you don't cheat

I would say "Come on Joe, I'll even let Donna Brazile give you the questions in advance. Let's see if you can remember what you prepared ahead of time." He wouldn't be able to do it.
