"So long as they provide written authorization", that is the key here. I can only hope that Trump is baiting Federal employees to try and alter a presidential election, and then sign their name to it.
If there is written authorization for every ballot that is back dated, then it shouldn't be hard for a motivated legal team to assess when those ballots were backdated, and by whom. If it turns out that just enough ballots were backdated to change the election, and they were backdated after other ballots were already counted, then it wouldn't be hard to prove fraud.
The real question is what will the consequences be? In my mind a Federal employee deliberately trying to alter an election is at least sedition, and an argument could be made that it is treason.

Remember the lead up to 2016? All we heard was how Trump was dangerous and un-American for even daring to suggest that an election could be compromised. Obama stepped on his own tongue coming out and saying that it was absolutely impossible to rig an election. Then mere moments after Trump won, they immediately pivoted to "rigged election" and 45% of the population ate it up as gospel.
The good thing is that the media has lost a lot of pull with the American people over the last 10 years. The bad thing is that they are still the most powerful institution in the country. We have gotten to the point that the mainstream media is no longer biased, it is flat out propaganda, and a huge percentage of people will lash out at anyone who calls them out.

If you mean get the most votes in the election, I would argue that an election is irrelevant if enough people reject its validity. That is literally the basis for every CIA coup for the last 70 years.
If the media comes out and says “Biden won”, who is going to counter that narrative? If people start rioting in the streets again demanding Trump concede, what do we do about it?
I don’t see Biden having any chance in a legitimate election, but I also don’t see any chance of this being a legitimate election. The swamp has thrown all their chips on the table. They are perfectly willing to destroy the Constitution, the electoral process, and every single thing we value as Americans. They have no choice, they are like cornered animals, which makes them incredibly dangerous.
Arrests and convictions by who? You still don’t get it, you are living in a time that is post-law and order.
The swamp is betting the farm that they can make the election illegitimate. They will come up with dozens of reasons that Trump must step down, all the whole propping Trump up. We will lose court decisions, and it will go to the SCOTUS. IF, and I emphasize IF, the SCOTUS rules in Trumps favor they will claim the SCOTUS is illegitimate as well because Gorsuch was a seat stolen from Obama, Kavanaugh was a seat stolen from Hillary, and Barrett (who is not even confirmed yet) was a seat stolen from Biden.
They will riot, they will assault, they will destroy. They will refuse to accept the election, creating a Constitutional crisis. This is not going to be Republicans vs Democrats. This is going to be Trump alone vs the swamp. The reason no charges have been filed despite all the evidence is because Republicans in Congress, as well as people like Barr and Durham are literally riding the fence until the last possible second. They are not going to pick a side, and then get hanged if Trump loses.
Everything rides in Nov 3. If we win, and win decisively, me have a CHANCE to deal with this peacefully. Even then the chances of this not resorting to widespread violence is pretty low. Do you really think, after all we have seen the last 4 years, that these people are going to graciously accept defeat? I just don’t see it happening.
We now know 100% for certain what we are up against. These people have been selling us out for decades. Trump is not going to be able to clean house alone. The next 12 months will go down in history as being as significant as 1776. The only question is will we have the dedication to the cause, and the resolve to do what must be done as those giants that founded this nation? They gave us a Republic, if we could keep it. It took almost 250 years, but we are about to find out if we can keep it.

So here is what I don’t get. You look at this whole Hunter Biden laptop scenario, it is so ridiculous that it is almost unbelievable. The son of the VP just leaves a laptop with this level of damaging information at a computer shop. Then the guy at the repair shop goes through all of his photos and emails and sends it to the FBI, who does nothing with it and then weeks before the election it ends up in Guilliani’s hands?
Don’t get me wrong, if the stuff on that laptop is real then I have no sympathy for Joe or Hunter or anyone else burned in the process, it just all seems to good to be true.
Are we being set up? Is all of this going to come out in a week that it is all fake? I mean so far Biden’s team hasn’t even attempted to claim none of this happened, or that the laptop wasn’t Hunter’s.
I said from day 1 that I just couldn’t see how Biden could make it to Election Day. I just couldn’t see the Dem party going down with that ship, I figured they just had to wait until after he officially got the nomination to yank him or else they would have to give it to crazy Bernie.

Not OP, but I will respond anyway. To say that the US is not a failed State is naive at best. We have a government full of pedophiles and perverts who have used their compromised positions to sell the economic infrastructure of this nation to our most dangerous rival. They have destroyed the very fabric of our society.
We are living in a country where an astonishing amount of people are walking around doped up on all kinds of drugs, living in a fantasy world. They are murdering millions of babies a year. They are pumping little kids full of hormones to "change gender". They are doing it all with the tax money that is taken from you and me. They allowed their Chinese masters to kill thousands of Americans and talked about it gleefully as the deaths piled up. They shut out entire country down over a cold. They believe they can do whatever they wish, and that we will bend over and take it.
I have only a glimmer of hope left, but it is rapidly being extinguished. I think this November will be looked back on as a time as significant as July 4, 1776. November 2020 is not the end, it is when the fight begins in earnest. I don't see any way that this year ends peacefully. Even if Trump wins in an absolute landslide they will not accept it. We are not talking about a small handful of people, we are talking about roughly 50% of the population that would openly support a coup and seeing Trump dragged through the streets like Gaddafi.
I just don't see how this country can reunite after this. Are we supposed to just pretend that these people didn't just burn down city blocks in every major city repeatedly in a giant tantrum? Are we just supposed to embrace the people that openly have called for aborting babies as they are being born? Are we supposed to just ignore the fact that they openly called for us to be killed?

What if Trump gets on the largest syndicated radio show in the US and announces that we have a cure for Covid in time for Election Day. All of this is complete bullshit. My wife owns several large pre-schools, each with 100+ kids from 6 weeks to 5 years old. We have had a total of 2, yes 2 confirmed cases of Covid-19 since this started. One of those was a teacher, the other was a parent. Yes that includes parents, siblings, teachers, teachers spouses and children, basically anyone who could possibly lead to the virus coming into one of the schools.
My wife has even opened kindergarten classes for all of the kids who graduated from our schools and would have gone into the public school system. 2 cases total, out of more than 300 students and 60 employees over 9 months. Not a single one of those cases led to another case.
We have been had. This will go down as the greatest scam that has ever been perpetrated on the American people.
