With regards to you mentioning the NYPD, they were around during Koch and Dinkins and they weren't remembered fondly, and for good reason. A lot of cops back then were either corrupt or closely aligned with the mafia.
All roads lead back to Giuliani. Guy cut his teeth going after the mafia. With him as mayor, he hired more cops, made more cops have to walk the beat, maintained a heavy and constant police presence in hot spots throughout the city, cleaned up abandoned buildings which were either used as a crackhouse or other illegal stuff.
It worked, which is why Bloomberg left policing as is.
What's stopping from this bunker mentality from happening elsewhere? Because I didn't think we'd be seeing the same kind of mentality in places like Texas, Arizona, Oklahoma, Iowa, Florida, etc.
And I was thinking of getting out of here and moving to a different state, but the crap I'm seeing has made me second guess that. If anything, I'll just go settle in Poland. Cheaper, good farming land, good scenery, awesome food, bettter women.

In the beginning, we just laughed at them for living in a bathroom in a dilapidated warehouse but they slowly ushered gentrification in large swaths of the city. It's also the main reason why rents increased the way they did in a short span of time.
For the past two decades, the ones leaving the city are the working middle-class, and the ones coming in are lefty looney toons from different states. There's another demographic that has been coming here but that's a different can of worms.
