No - if you go back and dig through the details, Guiliani did meet with the group subject to the Dept of Finance & EO - BUT said he didn't learn anything new from this group that they didn't already know from other sources. Guiliani said he was "bored" partway through the group's presentation because they'd already seen & heard everything they brought up. It's possible that Guiliani is the one who turned them in!
