I'd noticed this issue after starting my account back in Nov. 2016 and apparently it's still an issue. Shows 3 notifications on the bell icon every time but nothing is there.

Requested my data archive yesterday and had planned to deactivate as soon as it was available. Just went to check on it and had a Notification that it was ready, but when I attempted to access it the Suspended account message kept popping up. Fuck 'em.
