He's a genius when it came to running the business of America, but he put too much faith in others when it came to his weaker skills of creating and enforcing laws. Not to mention he was the focus of a permanent witch hunt by the media and the authoritarian progressives of the country. Probably felt he had to (or was told he had to) concede on some items to maybe win more support from the middle.
